The mechanism of "Bail-in" and perspectives of its application in Russia

This article discusses the features of the international standard bail-in, developed by international and national regulators for the rehabilitation of the major banks and notional accounts, in which it is recommended to start (1 January 2017) the implementation of this standard in practice. The consequences of the 2008 financial crisis for the banking system of Russia, mass revocation of licenses by the Bank of Russia, in recent years, increase the burden on the Agency for Deposit insurance, which requires a search for new mechanisms for restructuring troubled banks in order to avoid their liquidation. This makes it relevant to the analysis of practices and trends in the use of the mechanism of bail-in in the world. Ambiguous is a question of the influence of this mechanism on the rating assigned by international agencies.
