Entrepreneurship support mechanism in industrial regional systems

The article presents the results of a survey of entrepreneurs operating in regional forestry systems from the perspective of assessing the effectiveness of forest management in Russia. It has been established that the activity of more than half of the number of entrepreneurs surveyed in forestry is low profitable. Entrepreneurs incur significant reforestation and forestry costs. The reasons for the low efficiency of activities in forestry are the lack of support measures for entrepreneurs implemented at the state level. The necessity of forming a set of measures to support entrepreneurs is proved. A mechanism for supporting tenants of forest plots, built into the forest management system, is proposed. The mechanism is a whole complex of work, incentive and control nature, aimed at ensuring the high-quality implementation of activities in the framework of forestry activities, with optimal production costs. The use of the mechanism at the regional level makes it possible to provide support to tenants of forest plots that perform quality forestry operations. Differentiated measures of motivation for forest users based on the results of forestry operations are justified. Measures include financial support, business oversight, and penalties. The necessity of creating forest funds in the regions of Russia for the financial support of forest tenants has been proved.
