The mechanism of management of human capital formation and use

The article presents the main results of the development of the human capital management mechanism. A definition of the human capital concept is suggested. It is concluded that implementation of the developed mechanism would solve the problems of formation and use of the human capital and contribute to the deepening of cooperation of public authorities, educational institutions, businesses and organizations.
