Procedures of regulatory enactment of legal texts

In the paper the author considered the concept of regulatory enactment of legal texts and procedures of doing this. The concept under consideration has been examined in two aspects: legalizing and enacting a normative legal act. The author has provided with a definition to the concept of this procedure and has examined the criteria of its efficiency.
