The article reveals the concept of the service sector, presents their generalized classification, and examines their role in the urban economy development. To realize the goal of the study, which is to deeply study the relationship between a certain stage of economic development and the service sector, with the aim of developing strategies and policies that will contribute to the creation of sustainable and efficient services in the urban environment in the future, an analysis was carried out of the behavior of various components of the service sector in different crisis periods. It is noted that the service sector reacts ambiguously to economic cycles. Thus, companies in this sector of the economy are additionally subject to the following types of cycles - microcycles, mesocycles, macrocycles, megacycles. An analysis of key information on crisis phenomena in the Russian economy showed that the main risks for the service sector depend on the following groups of factors - domestic economic policy, the current business cycle and geopolitical ones. What is common to all the considered stages of development of the Russian economy is that the service sector is a fairly risk-prone sector of the economy due to the fact that it is directly related to the purchasing power of the population and its well-being. To level out negative trends in various segments of the service sector, the article proposed effective mechanisms for their adaptation to different phases of the economic cycle, namely: benefits, subsidies from the state; measures to improve the organizational and economic activities of companies in the provision of various services; justification of methods for calculating rent for rented premises.
