Mechanisms for forming strategies of regional innovative development

Currently, one can notice a decrease in the pace of socio-economic development in many regions of the country. This trend depends on many aspects: the depletion of natural and raw materials, the lack of funding for projects for the re-equipment of production, the use of outdated technologies and equipment in the production regional subsystem. As a consequence, the following are observed: the loss of competitiveness of the territory, the decline in investment, the decline in the standard of living of the population. The key factor in creating an innovative breakthrough in the economy of the region is the concentration of resources and the creation of spatially expressed territorial zones of advanced economic growth with a narrow sectoral specialization («points of growth»). At the same time, a significant gap has been revealed in Russia between the formed innovative intellectual products and the process of their commercialization. There is a need for changes in the system of transfer of innovations and new technologies, which should have a sustainable effect of adaptive synergy. In world and domestic practice, there are various methods that, to a greater or lesser extent, correctly allow assessing the level of competitiveness of individual regions in terms of their innovative development. In the article, the authors analyze the methods and mechanisms of formation of the stages of implementation of the strategy of regional innovative development presented in the specialized literature, based on the results of assessing the level of competitiveness of the region according to the criterion «level of innovative development)).
