Mechanisms of innovative clusters formation and development in the foreign countries

Cluster''s approach is one of the priority for the development of modern economics. Innovative clusters have several peculiarities in comparison with the traditional clusters. Mechanisms of cluster''s development are examined on marco- and micro levels of economics. Macro-mechanisms are linked with the development and realization of clusters policy, first of all. A special place is given to the programs of cluster''s supportive programs. The main receiver of monetary funds about such programs are small and medium companies which place the main role among other cluster''s participants. The necessary condition of innovative clusters development is the creation of needed infrastructure. In the modern conditions there is a trend to expand boundaries of many European clusters and creation of international clusters. The is a necessity of creation national mechanisms for the clusters development. The clusters approach on the micro-level includes the mechanisms to realize clusters policy on the regional level and participation of separate companies in this process. The regions create clusters of new generation with the innovative trend. In the formed innovative clusters a special place is given to the collaboration forms of included subjects. Based on foreign experience it is recommended to develop innovative clusters in the Russian economics.
