Mechanisms of resource distribution under conditions of deficit

The problem of resource distribution arises when there are a deficit of them and “subjects” that need these resources. To obtain a share of the resource, the subject must make an “application”, it is obvious that the subjects are interested in overstating “applications”, and the distributing authority is interested in a ratio of the resource where its use is most effective. This paper defines a distribution strategy in which it would be beneficial for subjects to make honest bids.
