Mechanisms for the implementation of state programs in the Russian Federation in modern conditions: problems, prospects and criteria for effectiveness

The article analyzes the mechanisms for implementing state programs in the constituent entities of Russia, identifies key issues related to assessing the effectiveness of these mechanisms, and proposes specific measures to improve them. The thesis about the need to support state programs, which should be based on the implementation of quarterly monitoring of target indicators, is substantiated. The authors of the article believe that for a qualitative assessment of the state program, its logic should be taken into account (which will make it possible to detect shortcomings and evaluate the relationship of “activities-indicators”), as well as link subprograms (target indicators) and the goal of the state program.
