Small businesses are the most vulnerable in a crisis. The economic impact of the COVID-19 pandemic has been challenging for the SME sector. At the same time, 2020 was a turning point for establishing positive relationships between the state and the business sector. This was facilitated by the applied economic measures, such as the introduction of a moratorium on inspections and bankruptcy, a reduction in the control and supervisory burden, the launch of the 2:0 payroll program, as well as a gradual transition to reducing insurance premiums. The fact that SME Leasing, within the framework of the national project “Small and Medium Enterprises”, will provide small manufacturing businesses with preferential financing for equipment leasing in the amount of 4.5 billion rubles in 2024 also evoked a positive reaction from the business community. In the article, the author assesses the government's actions to counter the crisis in relation to small and medium-sized businesses, and also provides a brief overview of the current situation in the business sector.
