The end of the 19th - the beginning of the 20th century was a period of political modernization for the Russian Empire. Exploring the interaction of central and local authorities, their role in solving social, economic and political problems in the North Caucasus at the beginning of the 20th century, we turn to the rich historical experience of the state organization, which was accumulated during the previous period of national history. At the same time, an understanding of the nature and peculiarities of the functioning of the bureaucratic apparatus in the late imperial period is impossible without studying the local administration. The authors pay particular attention to the interaction of the Caucasian governor-general and the local authorities of the Terek Region.
