The social and political development of Russia in the last decade has put a number of serious issues on the agenda, on the solution of which in many respects depends the successful advancement of our society along the path of progress and real democracy. Among them, one of the most important places is occupied by strengthening and expanding the foundations of local self-government, which creates opportunities for every citizen to be an active and direct participant in ensuring their various interests. If initially the idea of local self-government was mainly aimed at developing a sense of belonging to one territorial community among citizens, then today it acts as a key element of the organization of public authority in civil society, as a mechanism to ensure individual rights and freedoms, as a necessary prerequisite for the disclosure of all human potential , its continuous and comprehensive improvement1.
