Place and role of political parties in the elections of deputies of local keneshes

The authors in this article studied the elections of deputies of local keneshes, as well as the role of political parties in the elections of a representative body of local self-government. Local self-government, as a form of direct implementation of democracy, has long and firmly gained recognition and is carried out practically all over the world. The people can and must independently solve the pressing problems of the municipality in which they live. This is his natural right. The realization by the people of the right to self-government forms the power of the people, from which democracy grows. Elections are a key element in the mechanism for exercising the power of the people and an integral part of the political system of any democratic state, the very existence of which cannot be imagined without periodic free elections that ensure the implementation of such fundamental principles of the republican form of government as the change of power and control over it by society. As a result, the right to elect and be elected is the most important foundation of democracy, recognized and guaranteed at the constitutional level in the vast majority of the world's states. At the same time, the mechanism for the implementation of this right is a complex phenomenon of political and legal reality, the specific content of which depends entirely on the level of development of society, the political system, historical traditions and other factors. All of them ultimately determine the nature of the electoral right and the types of electoral systems used to form elected public authorities in a particular state. The authors tried to take into account the theoretical and empirical material accumulated in this subject area, modern versions of understanding of their role and significance in the development of local self-government in the Kyrgyz Republic proposed by the theory of political parties.
