Field as a control object in mining industry

The purpose of this article is to show that today the management of the mining industry is extremely inefficient and destructive. State institutions in the field of subsoil use after the change of sociopolitical formation in 1991 have not been able to formulate their new tasks in the changed environment, to find adequate methods of their solutions and tools for managing the process of subsoil use. The authors conclude that the result of such management in the field of subsoil use was the loss of information about the mineral complex of the country as the main source of income of the Russian budget. Meanwhile, the profitable reserves of the mineral resource base of Russia are actually two times less than accounted for on the state balance sheet. It is extremely important to have the competence and skills of the subject of management activity in the creation, selection, establishment and maintenance of a mechanism to ensure the sustainable operation of the management object. In this regard, the main object of management should be the field, not the subsoil user and its activities for the extraction of minerals. In this form, the system of elements of the organizational and economic mechanism of management of the mining industry in the domestic science has not yet been characterized by researchers.
