The method of formation of monitoring parameters of social systems' effectiveness

The article justifies the possibility of selection of any parameters, which would reflect both quantitative and qualitative aspects of social systems functioning. It has been found that the monitoring fulfills its essential function (motivating) to the utmost only when a set of valuation parameters is applied in all parts. The developed method of monitoring parameters formation allows combining them efficiently and applying to assess the functioning of social systems. The method proposed by the authors is universal and applicable in any field of human activity.
