The article is devoted to the development of a method for hierarchical project portfolio management based on Pareto-optimal algorithms for the allocation of labor resources. Project portfolio management is a multi-criteria task in which it is necessary to take into account the requirements of the upper and lower levels of management, resource constraints, as well as further dynamic changes in the implementation of projects. The article analyzes existing methods and models for forming a project portfolio and allocating labor resources, and describes a method that includes three key components: Pareto optimization of the composition of project teams and an assessment of the convergence of this optimization, static formation of a project portfolio based on Pareto optimal scenarios for the implementation of individual projects, as well as dynamic redistribution of labor resources. between projects. The use of stochastic optimization algorithms makes it possible to take variability into account when forming scenarios for the implementation of a project portfolio. The proposed method includes the construction of a project network schedule, the calculation of deadlines, labor costs and variability, Pareto optimization at different levels of management, as well as further dynamic redistribution of labor resources between projects. The hierarchical project portfolio management method makes it possible to increase the optimality of decisions made by taking into account probabilistic factors and the multiplicity of target functions. The developed approach is focused on use in conditions of uncertainty and dynamic changes, which makes it applicable in modern complex organizational systems.
