Methodological aspects of nuclear industry diversification

The paper deals with the formation of programs for the diversification of activities of nuclear industry enterprises. As well as the diversification of defense enterprises, this direction requires the development of the necessary practical experience and scientific understanding. Diversification in the nuclear industry, which is integrated within the ROSATOM State Corporation, should take into account the threefold nature of the nuclear industry: the presence of defense enterprises in the Corporation; the need to manage the product portfolio in the main, energy, and business areas; and the obligation to fulfill the key tasks of the state industrial policy. The main aspects are highlighted, the analysis of which is a mandatory part of the methodology for forming the diversification programs of an enterprise or holding: strategic, market, legal, organizational, financial, human resources, scientific and technical. The main questions included in each of the aspects are formulated. It is revealed that three main subjects should participate in the process of diversification: the state, the holding company (if the enterprise is part of the holding structure) and the enterprise itself. Based on the analysis, it is concluded that the participation of the state in the processes of diversification is mandatory, in some matters-legal, strategic-key; diversification within the holding allows rational use of resources, not to reduce the volume of current activities, to take a stronger position in the market; the role of the enterprise is key in personnel and scientific and technical aspects. The results obtained can be used in the formation of programs for the diversification of nuclear and other industries, as well as their holding companies.
