Methodical bases of the competitive assessment of budgetary programming and financing of municipal programs

The purpose of study - to develop a method of competitive evaluation of budget programming of municipalities. In article as a result of the lead analysis lacks of existing procedures of evaluation of municipal programs are marked. On the basis of it methodical approach to competitive evaluation of budget programming of municipalities is offered, including types, criteria, algorithm and procedure of evaluation. The study is based on the use of scientific methods of research, techniques of formal logic, generalization and comparison and program evaluation methods. As a result of study has been developed method of competitive evaluation of budget programming of municipalities. In conclusion, the article points out that the developed method will introduce elements of competition for financial resources in achieving the goals and objectives of municipal programs.
