Methodological tools for assessing the factors influencing the choice of financing models for the solid municipal waste management system

The presented article is devoted to the substantiation of methodological tools for the identification, selection and grouping of factors influencing the choice of financing instruments for the solid municipal waste management chain (hereinafter MSW) in the context of the protracted garbage reform in the country. As a priority in the work, a modified method of criteria convolution is presented, including the identification of financial and equally important non-financial factors, the calculation of the proximity coefficient (integral indicator), ranking of financing models according to the criterion of maximizing the proximity coefficient, determining the sensitivity of the results obtained. The described methodological tools make it possible to determine the boundaries of the inclusion of funding sources in the selected models, as well as to develop an algorithm for selecting a specific model taking into account the interests of stakeholders. The algorithm is based on the synthesis of the results of multivariate analysis for the selection of financing models and cost approach in the implementation of solutions based on indicators of the effectiveness of financing investment projects (WACC), which include MSW projects. The developed algorithm for choosing a model for financing investment projects, following which one can come to the most appropriate scenario for the development of the MSW management system, has been tested on the materials of specific recycling and waste treatment enterprises in the analyzed regions (Vladimir, Ivanovo and Moscow regions).
