Methodological approach to rural territories human capital assessment

The formation of human capital in rural areas is a priority of the state policy of the Russian Federation aimed at food security, competitiveness of agricultural production, digitalization of agriculture, and infrastructure development in rural areas. The low level of social development of rural areas predetermines the development of migratory attitudes of rural residents, the desolation of the area. The weakening of motivational tools, low wages, the impossibility of realizing labor potential stimulate labor resources to labor migration, which affects the economic indicators of agricultural production. The existing methodological approaches to the definition of human capital to a greater extent consider the categories of health, education, but do not pay due attention to the assessment of investments in the development and preservation of human capital. An omission from the point of view of the economic nature of human capital is proposed to be solved by assessing disposable cash income and the level of entrepreneurial initiative. Social infrastructure for the preservation and development of human capital is considered as a factor, but is not taken into account as a component of the methodology. When developing a methodological approach, we used regulatory documents and legislative acts that regulate the level of the necessary state of the socioeconomic situation of various spheres of life in rural areas. The assessment of the human capital of the rural areas of the Krasnoyarsk Region made it possible to determine its level as low, which indicates the inability of the economy of rural areas and organizations based there to develop steadily. Application of the proposed approach to the management of private indicators determines the strategic alternatives for the development of all components
