The article presents a methodical approach to conformity assessment system of personnel management to objectives of the enterprise development that includes the principles, methods, methodological guidelines on the assessment of compliance of the personnel management system to development of the enterprise. The proposed methodological approach consists of the evaluation of the compliance of the HR function to the objectives of the enterprise assessment of labor behavior in the management of staff, compliance regulations the objectives of the enterprise. The existing methodical approaches to assessment of efficiency of the personnel management system of the enterprise are considered in the paper. The authors propose the criterion of conformity assessment of HR functions to development of the enterprise. The evaluation of the appropriateness of HR functions to development of enterprises on the example of Sverdlovsk holding company has been carried out. This article is intended for owners, managers, professionals, management personnel, and others interested in the problems of personnel management.
