Methodology of formation and development of personnel at high-tech production enterprises

The aim of the study is to develop a methodology for the formation and development of the optimal composition and structure of personnel of high-tech manufacturing enterprises to ensure the implementation of long-term innovative projects. To achieve the research objectives necessary to solve the following problem: determine the number of jobs and functions that must be provided by those jobs; to evaluate the degree of compliance of the functions performed by the employee-applicant with the requirements of the job; determine the criteria by which the selection of employees-applicants for these vacancies will be carried out; form the optimal composition of employees that best meets the requirements of vacancies. Research hypothesis: the formation of the optimal composition of employees is possible on the basis of the linear programming method, since it allows using the optimization criterion - the maximum compliance of employees ‘ abilities with the requirements of vacancies. In the course of the study, methods of system analysis, expert assessments and modeling were used. The results of the study allow us to form the optimal composition of employees that best meets the requirements of vacancies, taking into account changes in the level of performance of employees ‘ functions at various stages of implementation of innovative projects.
