Methodology and experience of assessing the quality of shifts in the structure of employment

The article is devoted to the substantiation and examples of the use of the methodology developed by the author for the analysis of positive and negative structural changes in employment. In particular, the "quality Index of structural shifts (ICS)"is proposed. The main conclusions and recommendations are that the ICS method or similar methods should be used not only for episodic studies of employment, but also for annual monitoring of the structure of the Russian economy. The proposed methodology can be included in the standard set of methods for assessing the current state of the Russian economy.
