The resource potential integral assessment method of the agro-food system of the region

The agricultural sector is developing largely due to state support, which should be provided in a differentiated manner. Due to differences in the production capabilities of regions, there is a need for a comparative assessment of the resource potential of their agri-food systems. In order to increase the efficiency of managing these systems, it is important to ensure an assessment of their resource potential in the regions to identify possible risks and select promising areas of development. In order to organize the full achievement of the goals of food supply for the population and at the same time more rationally and efficiently use limited resources (financial, land, labor, material and technical, etc.), a methodology has been developed for determining the position of a separate region within the framework of an administrative-territorial community (federal district, countries). The authors of the paper used resource-target management approaches based on mutual agreement of the set development goals and available resources (in terms of their quality and quantity). Based on previously proposed theoretical provisions on the organization of resource-targeted management of the region's agri-food system, the main provisions of the methodology for the integral assessment of the resource potential of this system have been developed and presented. To characterize the resource potential of the agri-food system and systematize the assessment parameters, it is proposed to use basic indices for its component blocks (subsystems): natural-climatic, land, sociallabor, material-technical. Within each of them, corresponding reference indicators have been established, and a scale for assessing the results obtained has been proposed. The model for an integral assessment of the resource potential of the regional agro-food system is designed to determine the level of resource capabilities of the regions (natural-climatic, land, social-labor, material-technical). The methodology is intended to identify problematic issues in the resource provision of regional agri-food systems, substantiate the parameters of the territorial distribution of productive forces and deepen specialization, to optimize interregional food connections, as well as substantiate government financial support measures for the development of regional agri-food systems.
