Methodology for evaluating economic losses resulted from environmental restrictions using the input-output approach

The paper presents a classification of methodologies for evaluating economic losses that result from environmental restrictions. The authors found that in the majority of cases, the economic evaluation of such losses includes the calculation of a direct and indirect damage to the functioning of sectors and the state of production resources, as well as the calculation of the costs to compensate negative consequences. The authors analyze an aggregated approach to the calculation of direct and indirect losses sustained by the economy of the Republic of Buryatia, Russia, due to the introduction of a special regime of economic activity in the Baikal Natural Territory. They rationalize the necessity of considering sectoral characteristics of production and present a methodology for evaluating economic losses based on the basic regional input-output tables. This methodology allows to calculate multiplier effects of full economic losses for the whole region resulted from the impact of environmental restrictions on the economic activity in the Baikal Natural Territory.
