Methodology for assessing losses of the economic system of region from excessive emigration

The article reveals the influence of emigration processes on the regional labor market. Regional characteristics and emigration trends are explored. The author introduces the concepts of "natural level of emigration ", "excess emigration ", "social costs of attracting a migrantfor the state, population, business " to formulate a methodology for assessing the losses of the region's economic system from excess emigration in order to adjust measures for the implementation of the Concept of Migration Policy, taking into account regional features.
