Methodology for assessing the level of development of regional innovation systems

Technology and knowledge are a key competitive advantage of a country and can ensure an improvement in the quality of life of the population. In this regard, the state needs to maintain an appropriate level of S&T development. In the previous stages of the study, it was established that regional innovation systems (RISs) are an integral part of the S&T space. As part of this stage of the research, existing methodologies for assessing the state of RISs were reviewed and their main strengths and weaknesses were assessed. The analysis shows that a comprehensive and integrated assessment of RISs is possible through the calculation of an integral index. Furthermore, the shortcomings of the existing methodologies justify the need to develop a methodology which takes into account the existing tools and the good practices of their application.
