Staff resistance to implementation of external regulations requirements depends on conformity of organization system requirements to introduced regulations. This mechanism has permitted the design of a forecasting methodology of staff resistance level based on static analysis of regulations requirement and analysis of the reasons of potential resistance areas and propose actions to increase the level of staff loyalty.
