Methodological aspects of managing the logistics system of the city's construction and housing complex based on the principles of a program-targeted approach

The article substantiates the principles of management of the logistics system of the construction and housing complex of the urban agglomeration from the standpoint of program-target management, the actualization of which is determined by the focus on the fulfillment of the targets of the State Program "Providing affordable and comfortable housing and utilities for citizens of the Russian Federation" and the national project "Housing and a comfortable urban environment" integrated under the federal projects "Housing" and "Formation of a comfortable urban environment". A private management methodology is presented that ensures the formation of the properties of the logistics system of the construction and housing complex of the urban agglomeration, determining its target effectiveness in the space of the requirements and restrictions set by the upper-level system.
