Methodological approaches to the formation of expert opinion in the field of ethnological expertise

This article attempts to improve approaches to the procedure for forming a conclusion on ethnological expertise. In our opinion, the conclusion of the expert group should have certain general approaches to its formation. The problems are, to a greater extent, methodological in nature, as many experts face problems such as the formulation of opinions, the classification of opinions, the definition of key differences, etc. The difficulty in deciding on the expression of opinion is also that the head of the expert group needs to determine a common opinion on a particular project being implemented. There is currently no separate standard for the expression of the expert’s opinion, although there are standards for the expression of the opinion of auditors, which, unfortunately, cannot be adapted to the conclusion of experts in the field of ethnological expertise, since the significant difference is that the auditor expresses his own opinion, and in the ethnological expertise a general opinion is expressed taking into account the totality of expert opinions. In our opinion, it is necessary to clearly classify the opinions of experts, to determine the measure of professional judgment of the head of the expert group. An important issue is the classification of expert opinions themselves, because not immediately experts come to a consensus. The topic, of course, is important, relevant, especially now that the intensive development of the northern territories is underway.
