Methodological approaches to the state (municipal) services list formation within the limits of budgetary reform realization

The author gives some criteria and suggests a classification of state (municipal) services, and on this basis underlines expediency of the consolidated list of budgetary services application and the necessity to specify the detailed list of budgetary services. The approach merits attention, as it combines branch specificity and regional conditions, presenting logical and substantiated system of the estimation on of the state (municipal) services cost.
