Methodological approaches to research and complex estimation of the local government activities

This article is concerned with issues of the local government functioning in the Russian Federation. The undertaken researches allow the authors to assert that concepts “municipal management”, “municipal administration” and “local government” aren't synonyms, though sometimes they are interpreted like the ones in the publications regarding the local government. Hence, the authors suggest original methodological approaches to research and complex estimation of the local government activities.
