Methodological approaches to determine the authorities’ effectiveness for the children’s protection and application of law in the protection of children in difficult life situations

The article discusses some of the methodological problems of definition and criteria of the authorities ’ activity efficiency involved in the children's rights protection. The relevant criteria is proposed to determine the authorities ’ effectiveness: presence / absence of gaps in laws regulating legal relations; presence / absence of conflicts of norms; presence / absence of conflicts of powers of authorities and officials; completeness of subordinate legislation regulating the authorities’ activity; the adequacy of the terms of the commission action authority. On the basis of these criteria the authors present the analysis of the authorities in the sphere of the protection of children in difficult life situations. Every process or phenomenon, including social work, and social assistance to families and children is characterized by a significant number of properties (features, attributes, characteristics), among which some play a fundamental role in human life, to satisfy a particular need.
