The dual nature of the requirements of social and economic security and the resulting restrictions in the configuration of the production system leads to ambiguity in the realization of the tasks of protecting the state’s financial and economic interests and causes difficulties in the formation of the conceptual framework for the formation of social and economic protection of the state.
