Methodological approaches, models and tools for information support of strategic planning processes in the multilevel territorial socio-economic systems development

Introduction: strategic planning in developing territorial entities of different levels is one of the most important tasks of public administration. At present, despite a significant number of existing strategic documents, several issues remain unsolved in Russia, namely, information support for decision-makers, methodological support of the planning process, the lack of a unified approach to the formation of strategic documents. In this regard, the justification of managerial decision-making in terms of improving the effectiveness of strategic planning and management in multilevel territorial systems development is raising its importance. Objectives: to identify and systematize approaches, models and tools for information support of strategic planning processes in the multilevel territorial socioeconomic systems development. Methods: comparative analysis based on the literature review. Results: various approaches and methods of managerial decision-making in the field of territorial development strategic planning have been analyzed. It is shown that at different stages of this process the composition of the methods used differs significantly. However, in general, expert methods still prevail; formalized methods are practically not applied, which is due to many factors, including insufficient methodological support for the strategic planning process, loosely formalized data, and a lack of information. An analysis of state information systems in the sphere of strategic planning has shown the availability of a huge amount of heterogeneous information, much of which is of a qualitative and poorly structured nature. However, this information is used in an extremely limited way due to the lack of tools for structuring, processing and effective use. The existing state information systems do not allow us to fully implement these functions. Conclusions: it is necessary to improve the system of strategic planning organization by using modeling and forecasting methods, as well as information support for decision-making.
