Methodology for the development of educational, scientific and technical activities of a corporate university on the example of the EMERCOM of Russia

Based on the need to improve the quality of tasks assigned to scientific and educational institutions of the Ministry of Emergency Situations of Russia, proposals have been developed for their integration into a model of a corporate university. The problems of the current educational model of personnel training in educational institutions of the Ministry of Emergency Situations of Russia, as well as the importance of innovative approaches in the scientific activities of specialists of the Ministry of Emergency Situations are outlined. On the basis of mathematical modeling, proposals were made to introduce a system of independent awarding of academic degrees, rationalize scientific activities taking into account current global trends, increase sources of funding for scientific institutions of the EMERCOM of Russia through the provision of scientific and technical services on a reimbursable basis. In general, the introduction of these proposals into the system of scientific and educational institutions of the EMERCOM of Russia should improve the quality of training of highly qualified personnel, published scientific publications and works for the competition of academic degrees, and this, in turn, will allow the institutions of the EMERCOM of Russia to fulfill their tasks at higher level.
