Methods of estimation of innovative activity of economic systems

A key issue in understanding of the instruments of innovative develop-ment effectiveness is the identification of indicators that should be measured. In many respects the empirical analysis is difficult due to lack of reliable da-ta on innovation activity and competitiveness. Required indicators must re-flect the effectiveness of innovation activity of economic systems of different levels, and also allow tracing the relationship between indicators and con-ducting consistent aggregation of data at the statistical summary. Methodo-logical problems of quantitative measurement of results of innovative devel-opment are associated with the inability to characterize the performance in many cases. Innovative developments in the introduction of the production process are called a synergistic effect. To tear innovative technologies from the entire organizational-economic complex and to associate growth with the introduction is impossible, and despite long history of the concept of in-novation, its quantitative indicators, performance indicators, quantitative characteristics of its relationships with the company's competitiveness re- main insufficiently studied. The aim of the study was the identification of groups of methodical approaches to assessment of innovative activity of economic systems depending on their size. Basing on given above analysis of existing methodologies the reasons, which predetermine the bias of the re-sulting estimates are identified. The article proves the need for regulatory harmonization of methodological aspects of assessment of innovation activi-ty in order to monitor the economic development of the Russian Federation. Developed and implemented strategy of economic development of Russia needs modern methodological tools of assessing the state and dynamics of efficiency of innovative processes, enabling to diagnose unresolved situa-tion, and to provide purposeful activity managers to improve operational efficiency and achieve new qualitative level.
