Inter-budgetary regulation in the budget system of the Republic of Buryatia

The state of regional finance affects the interests of the population of the country, that is why this issue is of great public significance. Analysis of regional finance, the study of problems in this area helps to make the right decision, stabilizing the region's economy as a result of the progressive development of the country's social and economic processes. Regional finance in all social and economic formations reflected financial relations between federal and territorial authorities. At the present stage, one of the urgent tasks of reforming intergovernmental fiscal relations in Russia is to enhance the effective system of financial support for the budgets of the constituent entities of the Russian Federation based on the principle of objectivity in calculating financial assistance and the stimulating nature of financial support for the regions. The article discusses the issues of inter-budgetary relations in the Republic of Buryatia in the terms of local government reform and improvement of the system of inter-budgetary relations. The authors determine directions and means of inter-budgetary regulation in the budget system of the subject of the Russian Federation, note trends in the dynamics of inter-budgetary transfers in the Republic of Buryatia, reveal the problems and offer the ways of optimization of regulation of inter-budgetary relations.
