In the article devoted to problems of modern formation, the author notes that the retraining and skills development institutions and organizations, the object of which is to work with young people, is specialized secondary and higher education institutions and institutions of professional development using the competency approach. As an example, the author used the experience of working at Economics of Education at the Moscow Institute of Open Education.
