International-legal aspects of counteraction to foreign terrorists-fighters activity: the problems and ways of solutions

The activities of foreign terrorist fighters is one of the most dangerous manifestations of terrorism. The urgency of this problem for the world community as evidence of the need to unite the efforts of individual States in this direction, including through the improvement of certain international legal institutions. The authors considered the specifics of the qualification and evidence of criminal activity of persons for participation in illegal armed groups and international terrorist organizations on the territory of foreign States. Attention is paid to the harmonization of approaches to the understanding of the actions consisting in a trip to another state for the purpose of committing terrorist offences. Reflected the position of the Russian Federation regarding the content and Provo criminal evaluation of such actions. Proposed concrete actions aimed at improving international legal counteraction to the activities of foreign terrorist fighters. The necessity of international justice the organizers and leaders of international terrorist organizations and their accomplices. Indicated the need to expand the number of entities involved in aggression against the States through the adoption of a Resolution of the UN General Assembly
