International legal framework for cooperation of the Russian Federation with the BRICS states on plant protection

In the context of modern integration processes in the world, the role of the BRICS interstate association is increasing. BRICS Member States contribute to economic growth and food security by supplying and importing plants and plant products, but also risk introducing quarantine pests into their territory, leading to infection and death of plants. Both domestic and foreign scientific literature lacking a comprehensive international-legal analysis of bilateral cooperation among BRICS Member States regarding plant protection. The article aims to analyze the international legal regulation of plant protection through international legal acts adopted during the BRICS summits and bilateral treaties and memorandums concluded by the Russian Federation with the BRICS Member States, as well as to identify the most effective instrument to regulate this area in relations between the BRICS countries. The authors make proposals for the development of an international legal act consolidating the common position of the BRICS member states on quarantine and plant protection issues, as well as the creation of a special institutional association to strengthen cooperation in this area.
