International environmental law: the contingence of environment and development

International environmental law has gone through four key phases in its development. If the environmental activity on the national level realized since ancient times, international cooperation in the sphere of environment protection only appeared in the beginning of the XX century. First it had a sporadic character and concerned the protection of the particular nature objects. The development of international environmental law was inchmeal and the understanding of the necessity of this process attended a long way. The basic tendencies pointed at regulation of the environment protection are necessary under condition of the sustainable development; it leads to developing of the ecological national and international law. As a result, the further international cooperation on the environment protection is obligatory as on the bilateral though on the multilateral level of the negotiations including the work of the UN organizations.
