International Law in the Field of Human Rights Protection in Emergency Situations: a Comparative Legal Analysis

This article examines international and national mechanisms for the protection of human rights during emergencies, focusing on a comparative legal analysis of five Central Asian countries: the Kyrgyz Republic, Kazakhstan, Uzbekistan, Tajikistan, and Turkmenistan. The study explores international legal standards regulating the permissible limits of human rights restrictions during states of emergency and analyzes the specific features of national legislation in these states. Based on an analysis of international instruments, domestic legislation, and enforcement practices, the research identifies common trends, differences, and challenges in the implementation of human rights protection during emergencies. The article concludes with recommendations for harmonizing legislation, strengthening international cooperation, and improving human rights institutions in the region.
