State support of creative initiatives of organizations of culture

The article defines the role of cultural exchanges in international cooperationon development of culture and art. It gives a substantive analysis of «cross» andthe exchange years of culture. It consideres instruments of international law andthe Russian legislation in the sphere of organization of international culturalcooperation, as well as state programmes to support intercultural dialogue.
