International organizations as the most important component of the global world

The subjects of the research are the international organizations as non-traditional actors in international relations, whose role in the face of increasing international competition is becoming more significant in global governance of global political and economic processes. As a result, the process of globalization has formed the world of the XXI century - a global integrated universe with interdependent parts, since each individual part can affect the fate of the whole humanity. All continents, na- tions and people are ‘united' through different linkages, especially economic. The purpose of the study is the systematization of scientific and practical views on the functions of international governmental and non-governmental organizations that shape the modern global political order. The article describes the main functions of the international organizations that they perform in the context of globalization. Special attention is paid to their role in the process of stabilization and harmoniza- tion of the system of international relations and international law in general. The author emphasizes that the decisions of international organizations can be the sources of the international law when the constituent acts of these organizations indicate that they are mandatory and contain rules, which are designed for multiple applications, - in other words, they can be considered as an international legal act. At the same time, only the decisions of international governmental organizations can be the sources of international law. Due to their special status, international non-governmental organizations are unable to regulate inter-state relations, therefore their decisions are not sources of international law. The methodological basis of research is the functional-legal approach, allowing to analyze legal subjects from the point of view of their legal nature and at the same time - within their functional competence.
