International relations of Russian regions for positioning in the ranking system of federal relations (on example of Finno-Ugric subjects of the Russian Federation)

The article analyses the international activities of Finno-Ugric subjects of the Russian Federation in the context of the evolution of the modernization policy of Russian federalism. It identifies the main factors that determine the level of their involvement in this activity, and its character.
