The conceptual paper deals with analysis of the new semantic content of educational programs and international models of export and import of education. The article present the example of the international educational cluster of SPbSEU as the space forming the core competencies in the global economy of innovative growth such as the ability to adapt to the new environment, readiness for continuous education, the installation of a consistent step-by-step mastering of professional skills and competencies.
