Introduction: one of the first regions of Russia in which the consolidation of municipalities is taking place massively, and a new type of municipalities appears, namely municipal districts was Perm Krai. Changes in the local self-government system in the region can have an impact on inter-elite relationships, political and administrative processes in municipalities.
