The paper addresses the existing methodologies for making tariff-balancing decisions regarding regional grid companies, and explores pathways for their improvement, particularly concerning the reduction of cross-subsidization between voltage levels and consumer groups. The ultimate aim is to enhance the systemic efficiency of the power grid complex. An approach to developing an improved method for tariff-balancing decision-making is formulated, and an inter-flow economic-mathematical model for cost formation in a regional grid company during the economic assessment of electricity transmission costs is presented. The scientific novelty of the study consists in the development of a comprehensive approach to the formation of tariff and balance decisions, taking into account intersystem electricity flows and the peculiarities of tariff formation for various consumer groups. The proposed methods allow to minimize cross-subsidization and increase the systemic effect of tariff regulation in the electric grid complex. The results of the study can be used by regulatory bodies, territorial grid organizations and other participants in the electric power market when forming tariff policies and making tariff and balance decisions.
