Migration as destabilizing factor of national and international security

Introduction: The article considers specific aspects of the migration negative impact on national and international security through the prism of its destabilising effect. Materials and methods: the article analyses the provisions of the international and criminal law interconnected with the Russian Federation legislation in the migration field, and the data from international, judicial and other official statistics. The research methodology comprises the universal dialectical method, general scientific and private scientific methods, a systematic approach to the analysis of crime in the migration field, theoretical generalization and statistical analysis tools, as well as the legal modeling and forecasting methods. The Results of the study are the author's scientifically substantiated conclusions regarding the trends of migration in modern conditions, social consequences and destructive impact on national and international security. Author issued the proposals for improving legal and other responses to counteract corresponding criminally punishable acts in the context of ensuring the required security level of important areas and spheres of activity, which form the basis for sustainable progressive development of the international community in general, as well as its individual States and their citizens in particular. Findings and Conclusions: There was established a holistic view of migration crime and its destabilising effect on national and international security. The conclusion about the necessity of development and adoption of a separate international legal instrument on countering illegal migration, which will form the basis for enhancement of national laws through implementation more efficient mechanism of punishment for offences relating to migration was substantiated. Reasoned proposals for the further development of legal and organizational measures to ensure national and international security with regard to countering offences related to migration were made.
